Minnesota Taxation Changes and Proposals
Join us on April 6th, to hear about what is being proposed and what has already passed this Legislative Session regarding both tax increases and reductions from two tax experts. This is your chance to hear of all the potential changes coming but also ask your buring questions. This forum will cover the budget surplus and if any of it will go to tax reduction, the Governor's budget and its impacts on taxes, issues that may result in raised taxes including Capital Gains Tax changes, 24 week paid leave mandate, and 5th Tier Income Tax, and where we currently are in the Legislative Cycle.
Meet The Speakers
Mark Haveman
Executive Director, Minnesota Center for Fiscal Excellence
Mark Haveman is executive director of the Minnesota Center for Fiscal Excellence. He joined the organization in 2002 and took over the organization’s leadership role in 2008. He is the author of numerous research and education publications on state and local tax policy and government finance. Mark was a member of Governor Pawlenty’s 21st Century Tax Reform Commission, served four years on the Board of Trustees of the Governmental Research Association, and has served on multiple policy and project advisory boards.
Nan Madden
Director, Minnesota Budget Project
Nan has been the director of the Minnesota Budget Project since 1999. Her work combines deep and technical expertise of Minnesota tax policy with a drive to ensure everyday Minnesotans have a voice in the policy decisions being made at the Capitol.
The Minnesota Budget Project has contributed to significant policy achievements under her leadership, including the passage in 2013 of nation-leading tax reform that made Minnesota’s tax system more equitable and funded new investments in education, affordable college tuition, and other opportunities for low- and moderate-income Minnesotans to reach economic security. Madden is a recognized expert in tax policy, and has helped secure substantial improvements in Minnesota’s state Earned Income Tax Credit and Renters’ Credit.

John Reynolds
Minnesota State Director, National Federation of Independent Businesses
John Reynolds is the Minnesota State Director for the National Federation of Independent Businesses (NFIB). NFIB is the only group that solely represents small business in Minnesota. As State Director, John works to improve the policy, regulatory and tax climate for Minnesota’s small businesses.
Having worked around the Minnesota Capitol for over a decade, John brings deep public policy experience to the fight. Prior to joining NFIB, John worked for two statewide business associations and spent eight years as lead staff for several committees in the Minnesota House of Representatives.
